Sir,

I have the honour to request your sanction to

amend the Pension Minute by the substitution of the enclosed

draft, which has been approved by Executive Council, for the existing clause o.19 (copy enclosed).

It will be seen that it is proposed to raise

the maximum qualifying salary from $500 to $420 per annum (the minimum salary for participation in the Widows' and Orphans' Scheme) and at the same time to fix the minimum

qualifying period of service at 3 years. This minimum has for a number of years been recognised in the practical application of the existing clause in spite of the marginal

note. The minimum of 15 years therein is not incorporated

in the body of the minute.
